Every purchaser of a road transport vehicle must apply, on his or her behalf, for the transfer of the transport licence. 14 What structured relations between the state and the merchants was thus found in the same way in transport. The facilities granted to airlines have allowed the emergence of „[…] a group of businessmen recruited on the basis of criteria other than economic profitability by granting them bank loans in an anarchic manner […]. There is no specific criterion: to be politically speaking, to be sensible, therefore to be a marabout or to have any influence, to be at a strategic point, etc.“ (Marfaing and Sow, 1999: 102). 11 Various fleet modernization measures have been put in place to enable the state to integrate new heads into the sector and thus change the small world of commercial carriers. At the time when the Ministry of Transport considered that the entry into the market of single-vehicle transport companies (72% in 1974) without much experience did not correspond to the national interest or the professional interest (Ministry of Public Works, Urban planning and Transport, 1974: 7), the State promoted exactly the opposite. The first modernization of the park dates back to 1972-1973. While small carriers (less than 10 tonnes) used for primary transport of peanuts (from cooperatives to Secco79) and unable to meet demand had to be modernized by easier access to bank credit, the government decided to distribute to individuals 150 vehicles of less than ten tonnes recently acquired by Oncad. The operation was half-heartedly criticized even in the offices of the Department of Transport. In the eyes of departmental officials, „……

It seemed more reasonable to try to implement the above [credit] measures, which have the advantage of not creating additional concerns for the Oncad and making road carriers more accountable for their operation. As such, they have revalued the merits and, in the end, been a stimulus for all transport“ (Ministry of Public Works, Urbanism and Transport, 1974: 16). On the contrary, Oncad was at the time faced with „additional concerns“ far removed from its original objective: the Agency became a business of redistributing benefits to members of the current government (Caswell, 1994). 17The pressure on a regulated market (i.e. special protection) and an arsenal of rules limiting access to the profession and allowing the distribution of public procurement to affiliates was very strong. The government supported entrepreneurship, which broke with the administrative burden of the first years after independence. A number of measures have been taken to facilitate the reception of the air carrier. The State has called for a general relaxation of the conditions for entry into the profession. The review of the various pieces of legislation confirms the desire to introduce, from the 1990s, a greater tolerance for applications for commercial exploitation of transport vehicles.
